    Hong Kong Delegation vows to deliver their best in upcoming WorldSkills Kazan 2019 at flag presentation ceremony

    The WorldSkills Competition, hailed the “Skill Olympics”, will be hosted in Kazan, Russia in August 2019. Some 20 Hong Kong competitors will compete with young peers worldwide in a variety of skills. The Flag Presentation Ceremony for the Hong Kong Delegation to the WorldSkills Kazan 2019 was held yesterday (Monday, 15 July). The Secretary for Education, Mr Kevin YEUNG, and Consul General of the Russian Federation in the Hong Kong and Macao, Mr Alexander V. KOZLOV officiated at the ceremony and wish Hong Kong Team the best of luck in the competition.

    Officiating at the ceremony, Mr YEUNG said, “Organising skills competitions is an effective means to let young people and public learn about the essence and benefit of vocational and professional education and training. The Government’s support for Hong Kong’s participation highlights our commitment to promoting the important of skills, which lies at the core of vocational and professional education and training.”

    The biennial WorldSkills Competition is the world’s largest skills competition which aims at raising awareness of vocational and professional education and training and skills training in the international community. Into its 45th edition, the competition to be held between 22 and 27 August this year has attracted over 1,000 young talents from more than 60 countries and regions to compete in 56 skill areas.

    Hong Kong competitors, who are busy preparing for the competition at the moment, will represent Hong Kong in 22 skills this year. (Please refer to Annex 1 for details.) They are 3D Digital Game Art, Car Painting, Cooking, Electrical Installations, Fashion Technology, Graphic Design Technology, Hairdressing, IT Software Solutions for Business, Jewellery, Mechanical Engineering CAD, Mechatronics, Mobile Robotics, Pâtisserie and Confectionery, Print Media Technology, Refrigeration & Air Conditioning, Restaurant Service, Visual Merchandising, Web Technologies, Joinery, Plumbing and Heating, Wall and Floor Tiling, and Welding.

    The Hong Kong Team has newly joined the 3D Digital Game Art competition this year. As an emerging skill, 3D digital game art is becoming more and more popular. Unlike the 2D games, 3D game artists are required to grasp three-dimensional design, good symmetry and texture drawing skills and game animation principles. Thorough understanding of 3D animation including character and motion animation is a prerequisite. The Hong Kong representative, Mark Ludovico PROTUSADA, is a graduate of the Higher Diploma in Games and Animation offered by Hong Kong Institute of Vocational Education (IVE), a VTC member institution. He finds the competition requirements aligned with industry development, and joining the competition enriches his trade knowledge and is conducive to his future entry into the gaming or animation industry.

    The WorldSkills Competition is closely attuned to developing changes in industry. The Mechanical Engineering CAD newly adopts the use of 3D scanning and printing in the competition. Competitors have to nimbly deploy a 3D scanner and printer, all sorts of computer drawing software and mechanical engineering devices to produce a 3D model as required. IVE graduate of Higher Diploma in Mechanical Engineering CHAN Ting-fung is busy preparing for the competition. “I have had group training in the Mainland in recent months. Through the exchanges with contestants from the Mainland, the UK, Japan and Russia there, I found my skill level considerably enhanced. I do hope to make a mark in the WorldSkills Competition. I aspire to be an industrial mechanical engineer in the future and be able to contribute to re-industrialisation in Hong Kong.

    Another skill competition, Hairdressing, will engage live models for more items, including Ladies Catwalk design and Session Styling – Photographic, Brides Long Hair Up and Session Styling – Photographic, and Men’s Traditional Taper Cut and Beard. Compared with hairstyles of a more artistic nature, the new additions are more of everyday life, attesting to the organiser’s objective to equip competitors with professional and pragmatic skills.

    Competitors of Team Hong Kong are winners of the WorldSkills Hong Kong Competition jointly organised by the VTC, the Construction Industry Council (CIC) and the Clothing Industry Training Authority (CITA). Since first joining in 1997, the Hong Kong Team has won two Golds, one Silver, five Bronze and 46 Medallions for Excellence, testimony to the world-recognised skill level of Hong Kong competitors.

    Established in 1982, the Vocational Training Council (VTC) is the largest vocational and professional education and training provider in Hong Kong. The mission of VTC is to provide a valued choice to school leavers and working people to acquire the values, knowledge and skills for lifelong learning and enhanced employability, and also to provide support to industries for their manpower development.     WorldSkills Kazan 2019

    Hong Kong Team Participating Trades


       Trade  Description
     1. 3D Digital Game Art Competitors are required to use their creativity, technology, and geometry skills to create captivating animated experiences in a video game and draw, model, and animate in different styles depending on the type of game. They should understand the concept of art skills and animation as well as have the ability to create and animate game characters.
     2. Car Painting Competitors are required to bring back the bodywork of a dented vehicle to its original shape by filling and sanding. A car painter must match the colour, shade and texture of the adjoining panels and apply the correct colour formula.
     3. Cooking Competitors are required to prepare, under timed conditions, a range of cold and hot appetizers, main dishes and desserts with a variety of products.
     4. Electrical Installations Competitors are required to plan, install, test and commission electrical installations in a safe and professional manner. In doing so, they will be judged on their competencies and knowledge of different wiring systems, switchboards and devices. They will also need to read, interpret and revise technical drawings, as well as carrying out their tasks safely.
     5. Fashion Technology Competitors are required to prepare, sew and finish a garment on the chosen theme using a pattern and tools provided. Judges are looking for competitors to be creative and artistic with the materials provided.
     6. Graphic Design Technology Competitors are judged on editorial and new media design, packaging design, corporate and information design, as well as advertising and display design. They will need to develop creative ideas while understanding the target audience for the designs.
     7. Hairdressing Competitors are judged on various aspects of hairdressing, including creativity, organisation, time management, hair analysis, hair cutting, colouring and styling, sanitation and occupational health and safety.
     8. IT Software Solutions for Business Competitors have to design and build a software system for a business using one of the available tools. The designs include function, database, user interface, and security and control. They will also need to present the solutions that they have developed.
     9. Jewellery Competitors are required to craft 18K gold, taking an intricate and exacting design, to create a fashion accessory-like pendant or brooch. Design of one part of the work piece should be based on the client’s preference, which is a test of their skills and design knowledge.
     10. Mechanical Engineering CAD Competitors are required to create two and three-dimensional models and the animation of a part using computer aided design. Competitors will have to demonstrate they can create photo rendered images. The ability to follow technical drawings and dimensioning is essential to this skill. Competitors will be judged on their ability to work with materials, software and hardware.
     11. Mechatronics Competitors are judged on their knowledge of and abilities in mechatronic systems, industrial controllers, software programming, circuit designs, analytical techniques, circuit and mechanical designs.
     12. Mobile Robotics Competitors, in two-person teams, are required to programme the provided robots to carry out different sequences. In addition, they have to adjust sensors and assemble and connect peripheral equipment. In the case of hardware problems, teams must be able to handle troubleshooting and repairs on hardware and connections.
     13. Pâtisserie and Confectionery Competitors are required to design creative products using sugar, icing, chocolate, and other sugar-based ingredients. They should display the ability to work in a hygienic, economical, sustainable and collaborative way and have a sense of form and colour.
     14. Print Media Technology Competitors are required to use specialist equipment to print a specified number of different products on the sheet-fed offset presses and produce a number of different products on a digital press under timed conditions. Marks are awarded to those who check for consistent quality and who clean up after the print run is completed.
     15. Refrigeration & Air Conditioning Competitors are judged on work on refrigeration systems and piping, as well as the ability to diagnose malfunctions and repair or replace refrigeration parts. Extra marks are awarded to those who can demonstrate safe working practices.
     16. Restaurant Service Competitors are judged on key skills as service personnel in a restaurant, which includes serving food and beverages. In addition, they will be tested on the preparation of gueridon dishes and cocktails and the identification of drinks. Their personal presentation and social skills will also be part of the judging criteria.
     17. Visual Merchandising Competitors are required to design and install a unique window display. The installation needs to be properly planned and organised, and be produced using appropriate materials. When the installation is completed, competitors will have to present their ideas and designs to the judges.
     18. Web Technologies Competitors are required to design and programme a website. They may be provided with parts of a website such as a completed database or user interface, and then build a fully functional website in accordance with requirements.
     19. Joinery Competitors are required to produce items such as wooden doors, bookshelves and ladders. They will be judged on their knowledge and understanding of technical drawings, conformity to ISO standards, as well as the finishing and appearance of their products.
     20. Plumbing and Heating Competitors are required to install varieties of plumbing and heating pipework. They will also need to repair, maintain or replace a specified plumbing or heating appliance. Work safety is also an element they will be judged on.
     21. Wall and Floor Tiling Competitors are required to lay out wall and floor tiles, stone and other materials in the desired pattern. Marks are also awarded to competitors who can cut and produce complex tile work in a safe way and exhibit the ability to interpret and execute drawings.
     22. Welding Competitors are required to prepare and join various types of metal using both electrical, and electric/gas processes. They must be able to read drawings, standards, and welding symbols and have a thorough knowledge and understanding of various welding equipment and processes, metallurgy, and electrical processes, with due attention to quality management and testing.
