    Building Inspection and Maintenance Training Centre

    Background

    The Government of HKSAR proposed the Mandatory Building Inspection Scheme (MBIS) in 2003.  According to the statistical data collected up to 2003, there are over 42,000 private buildings in Hong Kong and 11,400 of them are between 20 and 40 years old, and prone to maintenance problems.  Under the proposed MBIS, owners of private buildings aged 30 years or above are required to engage qualified inspectors to inspect their buildings every seven years and undertake necessary repair works as specified by the inspectors.  The final stage of public consultation on the matter ended in mid-March 2006.

     

    • 2005:

    The Hong Kong Housing Society (HKHS) launched a $3 billion "Building Management and Maintenance Scheme" providing "one-stop" financial and technical assistance for building owners.

    • 2006:

    The Housing Department launched a 6.3 billion programme to check every public housing flat in a five-year cycle and carry out repairs.

    • Others:
      • o    The Urban Renewal Authority (URA) also beefed up its building rehabilitation programme
      • o    The Buildings Department (BD) and the Home Affairs Department  provide owners with a comprehensive network of assistance to carry out proper building management and maintenance.

     

    Aims

    The BIMT Center aims at:

    • ·         providing teaching, training and consultancy services both internally and externally to meet the escalating demand for well-trained personnel in the building inspection and maintenance field.
    • ·         striving to be the center of excellence and seeking for the co-operation with the industry in the development of technology and procedures in building inspection and maintenance.

     

     

    Objectives

    The BIMT Center is equipped with the state-of-the-art non-destructive building inspection and maintenance equipment.  The objectives of the BIMT Center are to excel in the following areas:

    • Provide training on the use of building inspection and maintenance equipment for students as well as in-service personnel.
    • Provide consultancy services on building inspection and maintenance.
    • Provide well-structured training courses in building repairs and maintenance for in-service personnel.
    • Promote the awareness of the importance of building maintenance among the general public.
    • Form a platform and to establish closer links with the industry in the development of technology and procedures in building inspection and maintenance.
    • Advise the general public on the relevant legislations and provisions for building maintenance works.

    Supporting Teaching and Learning for Full-time Students

    The BIMT Centre supports the teaching and learning for the course of Higher Diploma in Urban Renewal, Building Inspection and Maintenance.  It provides training for full-time students on the proper use of building inspection and maintenance equipment and equips students with the basic skill and technique for conducting building inspection.

     

    Supporting Teaching and Learning for In-service Personnel

    The BIMT Centre supports the teaching and learning for In-service Personnel as well.  Short courses will be launched regularly.  In-service personnel will be trained on the proper use of the building inspection and maintenance equipment, which will enrich their knowledge of building repairs.
